Constance Hull is a policy associate in the Urban Institute’s Justice Policy Center, with a focus on criminal justice reform. Before joining Urban, she received a Fulbright award to study employment for people with disabilities in India. Hull graduated with a BA in public policy and a BS in psychology from the College of William and Mary, where she researched and worked with pregnant incarcerated women.
