Andrea M. Headley is an affiliated scholar in the Justice and Safety Division at the Urban Institute. She is also an associate professor of public policy and faculty director for the Evidence for Justice Lab at Georgetown University.

Headley conducts quantitative and qualitative research, working with criminal justice agencies and community-based organizations, to understand innovative ways of promoting public safety, identify the effects of contact with the criminal justice system, assess police-community relations, evaluate police training and use of force, analyze the use of technology (e.g., body-worn cameras and artificial intelligence) and accountability mechanisms (e.g., civilian review boards), and explore the culture in public safety organizations.

Headley has published research in numerous peer-reviewed journals and has been featured as a subject-matter expert in news outlets such as ABC, CBS, NPR, and PBS News. Her projects have been funded by the American Institutes for Research, Arnold Ventures, the US Department of Justice, the US Department of Transportation, and the National Science Foundation.

Headley is also an affiliate fellow at the Better Government Lab at Georgetown and the Center for Innovations in Community Safety at Georgetown Law. Additionally, she serves as a member of the Safety Research Panel at Campaign Zero, an affiliated scholar at the National Policing Institute, and on the Research Advisory Committee for the International Association of Chiefs of Police. Headley received her BSEd in human and social development from the University of Miami and her MS in criminal justice and PhD in public affairs from Florida International University.
