Historical policies and practices—such as redlining and racial covenants—and modern-day zoning restrictions and housing discrimination have segregated housing and made it more difficult for people of color to buy and rent homes in high-opportunity neighborhoods. Urban assembles the evidence on these policies and practices, their consequences, and approaches for reducing racial gaps in homeownership and affordable housing.
