An inclusive recovery occurs when a place overcomes the distress caused by an economic downturn, natural disaster, or other shock in a way that allows all residents—especially historically excluded groups—to benefit from and contribute to economic prosperity. Urban analyzes recovery in cities and regions, suggests policies to promote fair recovery, and engages with local stakeholders on how prosperity can be widely shared.
