Abstract
[Chicago Tribune] Once again, the Chicago Housing Authority has a new management team, a fresh infusion of funds and new plans for rescuing its blighted developments. Will this vast and expensive effort improve life for public-housing residents, especially the thousands of children who still live in CHA's decaying high-rises? Without careful planning and a real commitment to learn from the past, the outlook for residents is uncertain.
