This report presents the findings of a 2001 follow-up household survey of citizens' participation in nine Armenian cities. The survey builds on a similar 2000 baseline household survey, commissioned by USAID and the Government of the Republic of Armenia through the Local Government Assistance Program. The second follow-up household survey reported here was conducted in order to determine changes during the past year in citizen access to and participation in local government, to assess changes in levels of information about local government, to assess changes in attitudes and levels of satisfaction toward local government, and to assess changes in information sources used by citizens.
