LaDonna Pavetti testifies before the House Ways and Means Committee, Subcommittee on Human Resources about time on welfare and welfare dependency. In her testimony she addresses four aspects of this issue: the total time families spend on the welfare rolls; the percentage of the AFDC caseload which may be affected by time limits; the factors associated with long-term welfare receipt; and some implications of this information for reforming the welfare system.
