The report analyzed several ways to expand access to home- and community-based services (HCBS). Option 3 considered a 10 percentage-point increase in the federal medical assistance percentage paid to states for HCBS. States would have to maintain previous HCBS efforts to qualify for the increase. Our analysis misinterpreted the policy and consequently significantly understated the federal cost of this option.

Congress is deliberating specific action on HCBS. Rather than update this report, we will focus our attention on assessing the impact of legislative action. Those analyses will incorporate what we have learned.
