This paper uses the Washington, DC, region to explore barriers and opportunities to increase the supply of housing. The compiled strategies address barriers specific to high-density areas as well as single-family neighborhoods, explore new ways to overcome community opposition through education and engagement, and highlight regional opportunities to boost housing supply. The authors interviewed over 30 elected officials, developers, advocates, and planners and hosted a day-long discussion to identify and prioritize the most promising strategies.
