Abstract

Mychal Cohen, research associate in the Metropolitan Housing and Communities Policy Center, testified before the Council of the District of Columbia Committee on Housing and Neighborhood Revitalization for a hearing on Bill 23-0433, the "Rental Housing Act Extension Amendment Act of 2019.” In his testimony he notes that rent stabilization is critical part of the city’s toolkit for ensuring affordability, particularly in the short-term. He states that loopholes within DC’s rent stabilization policies undermine its primary goal of preventing significant rent hikes in controlled buildings.
