Simplifying the FAFSA: What We Know, and How to Move Forward

Testimony before the Committee on Health, Education, Labor and Pensions, United States Senate
November 27, 2017

Abstract

Kim Rueben, senior fellow in the Tax Policy Center, testified before the US Senate Health, Education, Labor and Pensions (HELP) Committee on simplifying the FAFSA. Rueben notes that further simplification of the FAFSA is a low-cost way of increasing the effectiveness of the federal commitment to broadening educational opportunities. Her testimony includes descriptions and cost estimates of several FAFSA simplification proposals made in the last few years – including the FAST Act and the NCAN proposal.
