Abstract
Urban Institute Senior Fellow, Marilyn Moon, testifies before the U.S. House of Representatives Subcommittee on Health Committee on Energy and Commerce on the issues of combining Parts A and B of Medicare. In her testimony she examines a number of the goals that people have expressed, considers whether it is necessary to combine Parts A and B to achieve those goals, and suggests other remedies that are also important to consider for modernizing Medicare. She concludes with several cautions about problems that such a combination could create.
