Alan R.Weil proposes creating a Medical Security System (MSS) to provide health insurance coverage to every legal resident under age 65. His plan would: guarantee all non-elderly Americans access to a basic health coverage package at no cost to them; license health insurance exchanges designed to organize the insurance market; enable individuals to obtain insurance through a health insurance exchange or their employer; eliminate the State Children's Health Insurance Program (S-CHIP) and the low-income and adult components of Medicaid; and rely on a payroll tax, existing government funding sources, individual
premium payments, and additional appropriations for financing.
