Abstract
This report looks at five states to highlight common problems that all states are facing as they struggle to maintain Medicaid enrollment for low-income children and their parents. These problems include challenges in severing Medicaid and welfare, complex eligibility rules and procedures, and systems and communications inadequacy. The five states are CA, CO, FL, MN, and WI.
