This report highlights other states experiences with public reinsurance and describes ways that Missouri could apply these efforts into the creation of their own reinsurance program. It offers a guide to reinsurance implementation, which includes pertinent information that policymakers must address in establishing a reinsurance program in Missouri as a way to expand coverage and reduce the number of uninsured.
