This note describes some of the highlights of a recent panel cohosted by the Urban Institute and CoreLogic. Experts discussed the government-sponsored enterprise’s 2016 risk-sharing requirements, which intend to decrease the government role and bring more private capital back into the mortgage market. The panel discussed the 2016 mandates and concluded that the Federal Housing Finance Agency has presented some viable options for expanding credit-risk transfers but important issues still need to be resolved.
