Kristin Blagg, a senior research associate, testified before the Colorado House Education Committee on options for a new “at-risk” measure to use in Colorado’s school funding formulas. Her testimony noted that Urban had examined a number of measures and surveyed Colorado stakeholders to arrive at three potential alternative at-risk measures, including one that considers using the identified student percentage, supplemented with a link to Medicaid data and information on students’ neighborhood socioeconomic status.
