LaToya Warren a nonresident fellow in the Justice Policy Center at the Urban Institute. She is assistant deputy director of forensic services for the Allegheny County Department of Human Services in Pittsburgh, where she plans, implements, and directs criminal justice services to strengthen public safety and achieve better results for people involved in the criminal justice system, people who have been in prison, and community members.
Before working at the Department of Human Services, Warren was deputy warden at the Allegheny County Jail, where she was responsible for ensuring quality, evidence-based rehabilitative programs in the jail and postrelease.
Warren earned a bachelor’s degree, a master’s degree in social work, and a master’s degree in public administration from the University of Pittsburgh.
