This guide describes how to use a framework in conjunction with existing job descriptions and training materials to develop two key elements required for apprenticeship program registration: the WPS and the RTI outline. It is important to note that this guide does not cover the whole process of designing and launching a new apprenticeship program. The full development process would include addressing additional aspects of the program, such as determining
- the starting wage and incremental wage increase(s) for apprentices;
- the standard for recognizing prior learning or experience;
- how the program will select apprentices; and
- the minimum qualifications required of candidates.
Additional resources are available to begin the process of registering the program with the OA or an SAA, including
- the Apprenticeship Roadmap Tool prepared by Urban;
- the Registration Information page on apprenticeship.gov;
- representatives from the OA or an SAA, who can answer questions about developing and registering programs (find the apprenticeship contact for each state at gov/contact-us); and
- the Standards Builder online tool, which allows quick customization and program registration in a single centralized place.
