The Urban Institute is funded by grants, cooperative agreements, various kinds of contracts, and donations.

US government agencies can contract Urban Institute research services for prenegotiated rates through an Indefinite Quantity Contract (IQC). The below table outlines the existing IQCs through which specified organizations can secure Urban Institute services.

  • Management or strategy consulting, including research, evaluations, studies, analyses, scenarios/simulations, reports, business policy and regulation development assistance, strategy formulation, and expert witness services
  • Facilitation and related decision support services
  • Survey services, using a variety of methodologies, including survey planning, design, and development; survey administration; data validation and analysis; reporting, and stakeholder briefings
  • Advisory and assistance services in accordance with FAR 37.203

The Program Support Center (PSC), a fee-for-service Government agency, has a standing IQC with Urban.

The services contemplated under this contract include policy assessments/analysis, program assessments, evaluation design studies and data collection, performance measurements, technical assistance/expertise, data analysis and auxiliary/ support services which may be necessary to complete a particular project.
