Kinship care is not a new idea. It has meant a member of the family or a family friend taking the kids when things got rough, or someone maybe from the church stepping in to provide a stable environment for an abused child. But now the federal and state governments are becoming more involvedfor better or worsein kinship care, and it's raising all kinds of questions.
