How Could We Revitalize Social Security?

The following web pages, compiled by the Urban Institute’s Retirement Policy Program, describe some of the major options available to Congress and the next president to improve Social Security’s financial outlook. It was written by Melissa Favreault and Katherine Michelmore, with input from Richard Johnson and Sheila Zedlewski, and funded by a generous grant from the Rockefeller Foundation.

Note: Cost estimates described in the following pages are not necessarily additive. For example, the combined impact of increasing the number of work years used to compute Social Security benefits and reducing Social Security's cost-of-living adjustment may differ from the sum of the estimated impacts of each policy change considered alone, because the options may interact with each other.

The views expressed are those of the authors and should not be attributed to the Urban Institute, its trustees, or its funders.
