California residents voted decisively to get tougher on juvenile crime, but getting tougher may be unnecessary. California already leads the nation in the confinement of juvenile offenders, its violent felony arrest rate for juveniles has been falling, and nationally, young adults are more likely than juveniles to commit the most violent of crimesmurder.
