Immigrants use welfare at roughly the same rate as natives. However, immigrant use of welfare is concentrated among refugees and elderly immigrants. High and rising immigrant use of Supplemental Security Income (SSI) benefits for the aged represent a significant public policy issue that calls for legislative attention.
