A growing economy would help address long-term unemployment, but policies to stimulate sustained growth have proven elusive. Even without strong economic growth, there are policies that can help the long-term unemployed find jobs, keep at-risk workers and recent job losers from becoming long-term unemployed, and assist families dealing with consequences of long-term unemployment. Those policies include improved training and workforce development programs, expanded use of short-time compensation to encourage reductions in workers' hours rather than layoffs and discharges, and changes to the eligibility rules for unemployment compensation to make it easier for low-income workers to qualify for benefits.
