Although the entire nation was affected by September 11th, the residents of New York and Washington have felt the most dramatic impact. And even though more than a billion dollars have been raised nationwide for relief efforts, many local nonprofits are uncertain whether that will mean cutbacks in contributions for them, even as the need for services increases.
