Urban Institute Senior Fellow, Marilyn Moon, testifies before the Senate Budget Committee on Medicare reform issues. In her testimony she concentrates on prescription drug issues because, in her opinion, it is a reasonable place to start on improving Medicare for the future. Ms. Moon also emphasizes issues facing the traditional fee-for-service part of the program which is often left out when the discussion turns to major restructuring.
