In “A More Promising Road to GSE Reform,” Jim Parrott, Lew Ranieri, Gene Sperling, Mark Zandi, and Barry Zigas proposed to merge Fannie Mae and Freddie Mac into a government corporation that pushes its credit risk into the private market. In this paper, the authors provide more detail on two key structural features of the proposed system: (1) the government corporation that will manage the catastrophic credit risk and securitization in the system and (2) the many forms of private capital that will make the system more competitive and better protect the taxpayer.
