Medicare Reform: Modernizing Medicare and Merging Parts A and B

Testimony before the U.S. House of Representatives Subcommittee on Health Committee on Energy and Commerce
June 14, 2001

Abstract

Urban Institute Senior Fellow, Marilyn Moon, testifies before the U.S. House of Representatives Subcommittee on Health Committee on Energy and Commerce on the issues of combining Parts A and B of Medicare. In her testimony she examines a number of the goals that people have expressed, considers whether it is necessary to combine Parts A and B to achieve those goals, and suggests other remedies that are also important to consider for modernizing Medicare. She concludes with several cautions about problems that such a combination could create.
