This case study provides a detailed account of how this first municipal public-private partnership in Kyrgyzstan was prepared and launched. The case study presents factors that secured successful marketing, procurement, and public support for the project. It also shows how much effort and time the preparation and launch required and provides a list of materials and documents prepared during the process. It also explains why the PPP lasted for one year only, despite the successful launch.
