The Impact of Social Security on Today's Children

Testimony before the House Committee on Ways and Means, Subcommittee on Social Security
February 2, 1999

Abstract

The greatest difficulty with today's budget policy is not whether either the surplus or revenues are too large or too small, but that the law itself would deny to posterity both the right and the privilege to decide for itself the priorities and needs facing the nation.
