Homeownership and Housing Finance Policy in the Former Soviet Bloc - Costly Populism

Abstract

The accent in the new policies is on housing production and on fostering homeownership. With a nascent private rental sector, supporting construction of units for purchase (homeownership) is cheaper for the government than building rental units owned and operated by the state.
