The authors examine the major change in income distribution beginning in the late 1970s, when the rate of income growth was highest for the top group and dropped steadily through the income distribution creating a significant income gap. In their discussion of what may have caused this trend, the authors examine the global economy, public policy, and education; discuss the effects of each; and comment on whether tax and transfer policies should be changed.
