The government-sponsored enterprise’s risk-sharing effort is one of the few promising ways to bring more private capital into the housing finance system any time soon. In this brief, we analyze the Federal Housing Finance Agency’s 2016 scorecard for Fannie Mae and Freddie Mac to determine what the future of this effort looks like. We conclude that while overall volume of these transactions is unlikely to increase much, there are likely to be some important shifts in the structure of the deals and an expansion in the types of collateral used. The most significant open question is whether regulators will be able to expand and deepen the pool of investors in these transactions.
