Burt S. Barnow is interim associate director for research and principal research scientist at the Institute for Policy Studies at Johns Hopkins University. Dr. Barnow has over 25 years of experience as an economist and manager of research projects in the fields of labor economics, employment and training programs, and welfare programs. Dr. Barnow has published widely in the fields of labor economics, program evaluation, and employment and training. He chairs the Performance Management Committee for the Maryland Governor's Workforce Investment Board, and is vice chair of the National Academy of Science's Information Technology Workforce Committee.

Christopher T. King is director of the Ray Marshall Center for the Study of Human Resources and a lecturer at the University of Texas at Austin's Lyndon B. Johnson School of Public Affairs. Dr. King is conducting a multi-state study of urban welfare-to-work transitions for the U.S. Department of Labor and the Upjohn Institute, examining welfare and workforce devolution in 20 states as part of the State Capacity Project. He is also serving as a member of the Independent Advisory Panel of the National Assessment of Vocational Education.
