This report presents an analysis of the service delivery process used by the municipal administration of Blagoevgrad, Bulgaria. It examines two of the 23 services typically performed by the municipality, details deficiencies in each system, and makes recommendations for improving each process. Included are a list of laws and acts regulating municipal service delivery and a list of administrative and technical services.
