This paper assesses the legal, technical, and intergovernmental problems associated with creating a regional solid waste district for three large municipalities in Eastern Slavonia. Topic areas discussed are landfill authority and intergovernmental relations, technical and siting issues, financial considerations, and regional economic development. One appendix provides details on the existing solid waste management system in Eastern Slavonia, and another discusses the political dynamics helping and hindering the formation of a solid waste district.
