This report covers the efforts of a team composed of consultants and members of the administration of the city of Skopje, Macedonia, to work out methods for returning some of the enterprises removed from the city by law and allowing the city to take control of potential revenue-producing functions controlled by the national government. The report identifies the areas in which the city can improve its internal organization and management capabilities and includes three general models for improvement. A brief comparison of local government structures in other central and east European countries is included.
