The impact of Hurricane Katrina and its aftermath placed a national spotlight on issues of poverty and deprivation. Through extensive media coverage, Americans became aware of the concentration of poor and disadvantaged families in some of the hardest-hit areas of New Orleans and the Gulf Region. In efforts to rebuild the region, many people are seeking strategies that can reduce poverty and build upon the human and financial assets of local communities.

This section reviews research that addresses issues of poverty and the social safety net that millions of low-income families rely on to get by. The featured articles present research on the problems specific to New Orleans alongside more general work on the interplay between poverty and the social safety net. This section also examines programs that promote asset development for both individuals and communities. Nonprofits play an essential role in this area by delivering needed human services and counseling people on ways to build their personal assets and strengthen their communities.
