Rent control cannot by itself solve the crisis of the lack of affordable rental housing. Under the right conditions, however, it can avert much tenant displacement by preventing steep rent increases while guaranteeing compliant landlords a fair rent. This article reviews the history of rent control over the past decades in some major cities and offers lessons for today's tenant groups.
