The top 10 most-read Urban Institute papers published in 2009 reflect our national attention on the recession, health care reform, and President Obama's first year in office. An analysis of Obama's tax and stimulus plan comes in first on our list, followed later by an assessment of tax provisions in the President's 2010 budget. A Q&A about unemployment insurance comes in second, trailed by pieces on homelessness and poverty. In a policy year dominated by health care reform, two papers on the cost-saving benefits of a public option make the cut. Joining them are papers on vulnerable youth and children of immigrants, as well as a relatively new topic for Urban—policy strategies to reduce obesity.
