Effects of State Medicare Maximization Programs on Medicaid Home Care Expenditures (Article) Wayne Anderson, Edward Norton, Genevieve M. Kenney This paper explored the effects of the practice of retrospective Medicare maximization billing and report that over a six-year period these practices increased Medicare home health care expenditures over what they would have been otherwise, but the increase was not statistically significant. The researchers did find significantly higher Medicare spending in states with lower Medicaid spending levels, suggesting that states with high Medicaid home care utilization have potential to shift some of these expenditures to Medicare.
