The Contributions of Insurance Coverage and Community Resources to Reducing Racial/Ethnic Disparities in Access to Care (Article) J. Lee Hargraves, Jack Hadley Using data from the 1996–97 and 1998–99 Community Tracking Study Household Surveys, the authors examine the extent to which health insurance coverage and available safety net resources reduced racial and ethnic disparities in access to care. Comparing Hispanics to whites, 70 to 90 percent of the difference in the access measures was due to differences in measured characteristics. Insurance coverage accounted for one-third to one-half of the Hispanic-white differences, while community safety net resources explained less than one-fifth of these disparities. Differences related to health insurance explained 20 to 80 percent of the access disparities between African Americans and whites; community resources accounted for less than 6 percent of these differences.
