Bowen Garrett

Bowen Garrett, Ph.D. is an economist and senior research associate in the Urban Institute’s Health Policy Center. He currently leads the development of the Health Insurance Policy Simulation Model (HIPSM), a microsimulation model of health insurance coverage reforms. He was recently co-principal investigator of Urban Institute’s participation in the State Coverage Initiative’s Reinsurance Institute (RI). He research interests include employer-sponsored insurance, Medicaid and the uninsured, and Medicare’s prospective payment systems.

Prior to joining the Urban Institute in 1998, Dr. Garrett was a post-doctoral research fellow in the Robert Wood Johnson Foundation’s Scholars in Health Policy Research Program at the University of California, Berkeley. He received his Ph.D. in economics from Columbia University in 1996.
