This report explains approaches to and options for multiyear financing for municipal infrastructure projects in Russia. It offers guidelines to municipalities and their municipal enterprises that may wish to consider such financing. The report suggests an analytical approach to evaluate the financial feasibility of proposed projects as a means for pursuing appropriate, multiyear project financing.

This paper serves as the basis for a workshop to identify new or underused sources of revenues for Poland based on international experience. It identifies a limited number of taxes, fees, and charges that show substantial revenue potential and that could be practically implemented in the near future. Relevant types of government fees and charges, as well as various types of local government taxes, are listed and discussed. Appendixes of revenue sources and property taxes organized by country serve as useful sources for comparisons of Poland with other countries.
