Converting to Medicaid in the Community: The Forgotten Stepchild (Research Report)

This paper presents findings from a study that analyzed community conversion to Medicaid among elderly participants enrolled in the Connecticut Community Care program, a statewide case management agency. Using a multivariate hazard model, the authors examine prospectively how characteristics of noninstitutionalized, disabled, elderly persons affected their risk of becoming Medicaid-eligible in the community. They also examined the timing of that eligibility. The study concludes with a discussion of the policy and research implications of this analysis.

Society must plan now for the requirements of the next century's elderly population. The authors use microsimulation to project the number of elderly, as well as their future incomes, living arrangements, and social service needs. They then show that the increase in demand for support services will grow drastically, even with optimistic assumptions regarding disability rates.
