Budgetary Practices of Hungarian Local Governments: The Need for Change (Research Report)

This report describes the budgetary practices of Hungarian local governments following the transfer of government responsibilities to municipalities and discusses the need for change. It focuses on the town of Szolnok and reviews how the town, working with a consultant from U.S. Agency for International Development, transformed its budget within two years from one focused solely on the purchase of goods and services to one focused on programs, activities, investments, and accomplishments. Included is an overview of Szolnok's new budget.

Hungary: A Proposed Work Plan for Reform of the Szolnok Budgeting Process (Research Report)

The Housing Guaranty Program Agreement signed in May 1994 between the governments of Hungary and the United States calls for the best efforts of both countries' governments to accomplish eight specific policy reforms in the area of housing finance. The Program consists of three components: policy, program lending, and technical assistance. This report comments on the status of the policy component.
