National COPS Evaluation Organizational Change Case Study (Colorado Springs, Colorado) (Research Report)The Department of Justice's Office of Community Oriented Policing Services (COPS) has provided grants to promote community policing strategies through officer participation with community residents in crime control and prevention activities. This case study chronicles the community-policing efforts in Albany, New York. Under the program, the police department reinstituted foot patrols and promised to reopen neighborhood substations.
