This paper argues that it is generally desirable to give states responsibility for development programs while reserving to the federal government responsibility for redistribution. The paper examines the following issues with an eye to the allocation of responsibility between state and federal governments: infrastructure development, development of redistribution programs, and provision of redistribution services. The paper suggests alternatives that would take advantage of the relative strengths of government at both levels.
