This report includes an overview of U.S. Agency for International Development's involvement in housing. It focuses on the four largest Croatian cities of Zagreb, Split, Rijeka, and Osijek; provides an overview of housing conditions within these areas; and examines critical problems that curtail the provision of affordable housing. The study also proposes a workplan for further technical assistance based on needs that have been identified in collaboration with local officials. The workplan proposes a practical strategy to improve sector performance. Included is a brief analysis of the housing delivery system and an examination of issues and constraints.
